Why is the factor 9.5 for CBSE?
9.5 is the multiplier CBSE has published for converting CGPA to an approximate percentage. It is a convention rather than a rule of nature, which is why other universities have their own formulas and you can change the factor above.
Does this work for a GPA out of 4?
Not directly. A 4-point GPA uses different grade bands and the conversion depends on the country and institution, so use the formula that the university you are applying to recommends.
